B-2-6- Entry summary declaration ENS for common law customs clearance.
The Entry Summary Declaration was created within the scope of the security and safety amendment of the Community Customs Code.
The objective is to protect against terrorist threat, and secure the international flow of goods.
The ENS entry summary declaration is a counterpart to the Exit declaration summary. They are both used within the scope common law customs clearance.
2-6-1- How to transmit the entry summary declaration ENS.
Entry summary Declarations are transmitted electronically. The objective is to prepare for and ease the customs clearance procedure. Entry summary Declarations are made upon entry into the European Union.
2-6-2- Who must file an Entry Summary declaration ENS.
The declarer is the carrier or its representative. It concerns all goods except the following:

goods that are pass-through only,
-
goods transported via maritime routes,
-
and goods contained in the personal luggage of travelers.
2-6-3- Transmission deadlines
They depend on the transportation mode that is used.

For the maritime transportation, the deadline for containerized goods is 24 hours from the port of departure. For bulk transportation, the deadline is four hours before arrival in the European Union, excluding transports that last less than 24 hours.,

for air transport there are two distinctions: short-distance flights (at the take-off) and long-distance flights (at least four hours before arrival in the European Union),

for rail or river transport, no later than two hours before arrival at the entrance office within the European union,

and for route transportation, one hour before arrival at the entrance office within the European union.
